[clug] LCA 2004 updates

So, we are supposed to be nominating two delegates from CLUG to send to this
years LCA.  How are we going to do this?  Any suggestions?  I am thinking we
should use the honour system and a panel of people.  Those who can afford to go
probably shouldn't put themselves in the "hat" as a delegate.  Then a group of
people who are already going and therefore have no interest in being a delegate
can choose who our 2 delegates should be based on whatever criteria they choose.

Thoughts?
