[clug] SEC: UNCLASSIFIED - ifconfig

OK stoopid question but... <shrug>

when reading the output from ifconfig what does the RUNNING part mean. I
have suspicions that it means there is a physical link present, ie. the
cable is plugged from the NIC to a hub etc. Can anyone confirm or deny this?
Oh and does Linux assign interface names to NIC's randomly or is there some
logical order to it?
