[clug] PHP & dates (fwd)

Is there any configuration parameter, or other setting that will force PHP 
to assume non_US date formats, esp for the strtotime() functions so that 
11/12/2003 is the 11th December 2003 and not 12th November 2003?  The doco 
does not appear to consider this need.
