Inspired TransACT plans.

Karl, sounds good.  We're looking to abandon T$ as soon as possible.

Would the customer-customer free access be only for Inspired 
customers? What Transact needs is non-volume-charged peering across 
all the ISPs to encourage more high bandwidth apps.
