Could this be the problem?  Take the "M0" out and see if you can hear
dialtone from the speaker.  If you can then there's an AT command to tell
the modem not to wait for dialtone.

For some reason some modems cannot detect the dialtone on some phone lines.

I think the "^M" someone else refered to is just the translated "\r" from
the chat script.  It's supposed to be there.
