the developer of the import tool has this to say:

Hi,

Mozilla's address book window can handle multiple address book with multiple
addresses (aka cards) and multiple lists (aka groups). It does not currently
support a list within a list (bug# 40301) which is similar to the idea of
multi-level nested addresses so this is a limitation of the Address Book
itself and not necessarily the import tool.You are welcome to add comments
to this bug.
