You might like to check out Squid, look for discussion of WPAD in the FAQ. I 
think this is what you are describing. The IETF nixed the standardisation 
effort, but the old Internet Draft is still around. GIYF.

Brad's Standard Answer Number 1: RFC2608 - Service Location Protocol.

It would probably be better if the system didn't rely on JavaScript, but some 
things are a bit difficult to fix with so much usage.
