The rpm.bin probably acts like a self extracting archive.

Just execute it like a shell script and it should unpack itself. 

eg. ".\rpm.bin"

Then install the RPM.

Your friend setting up the JVM may also need to add the path to the JVM
in their .profile.

These instructions are usually included on the JVM's download page.
