Be warned - PC104, biscuit PC and industrial PC stuff costs up to 10 
times what you'd pay for white-box equipment.

eg: 486 biscuit motherboard with 100/10Mbps ethernet, on-board VGA - 
will set you back about $600 without the processor (depending on which 
set of features you want). You then have to add on the case and power 
supply - which are going to set you back another $300 or so.

Much cheaper to find broken-screened laptops and offer their 
soon-to-be-ex-owners to "dispose of them properly" :)
