A quick search on google shows the following PHP based solutions:


Enterprise timesheet and Payroll.   A GPL'd PHP offering:

Or, if you prefer:
Enterprise Time tracker, a commercial PHP offering:

Then there is a tutorial on how to build such a system:

gave me "connection refused"....

Please let me/us know how you go with any of these.  I have a similar 
interest but cannot follow it up right now.
