syslog-ng can log over tcp and also buffers messages (there's a setting for 
how big a buffer) before sending. I've found it pretty straight forward to 
switch to syslog-ng. It was pretty much a drop in replacement for syslog 
after making sure our config was filtering the right messages to the right 
places.
