This may depend on the actual routing. Does anybody know what netblocks
are used on the TransAct? I can volunteer that my (static) IP number is in
the 210.9.240.0/21 block apparently assigned to:

netname:     AUSCOMNETSOL-CC-AU
descr:       Australian Computer Network Solutions
descr:       11 Foxlow Place
descr:       Palmerston, ACT 2913
country:     AU
admin-c:     TT10-CC-AU

which is, in fact, a part of connect.com.au IP number space.
I would suspect that anybody else with an address inside this netblock
would be routed straight to me, probably without passing through the
interface at which the chargeable traffic is being counted...
But I have not tried many traceroutes.
