transact vpn- vapourware private network

On a related note, I have been given three different stories about calling
13 numbers from a Transact phone.

1) you cannot ( which is funny since the Transact contact number is a 13
number)
2) you can
3) you can mostly but you need a Telstra override number

Anyone know the truth?
