dpkg --get/set-selections

Ok, so I want to transfer my packages selections from one machine to another.  So
as per the dpkg man page I do a 

dpkg --get-selections >myselections

on the "source" machine and then transfer myselections to the other machine and
do a

dpkg --set-selections <myselections

However all that seems to happens is a few (4 in total) random packages have
changed from install to deinstall but that's it.  What am I doing wrong?
