That's what the business plans exist for.  "Consumer" dial up is for 
people getting stuff off the Internet.  The next level up would be 
hosted web sites.  Then business plans which let you do anything you 
want (up to some limit imposed by the ISP).  This is how ISPs make 
money - charging more for extra services/freedom.
