about the improvment of network performance

hi,

i want to use linux as the firewall of our company.we tested the performance of the system,it is not so good.the throughput of the system is not so good,especialy when the packet is small(as 64K). 
there must be some way to improve the performance of the system.i found some articles,but can not meet my need. can anyone tell me exactly what parameters i should tune to get the highest performance?
