The amount of money you have to pay is irrelevant.

The problem with MCSEs is that any monkey can get one (and millions of
monkeys already have). Microsoft devalued their own certification system
by handing certifications out like lollies.

Other organisations do their best to make their certifications rather
difficult to attain, so that they actually mean something and retain
credibility. Cisco is probably a good example of such an organisation.
