Debian vi defaults?

Curious,

For one account on a Debian (x86) box, the user's vi session
will bring up a screen filled with HTML from a page somewehere.

Opening up an existing file is OK, and no other user on the box
gets a screen full of crud. There's nothing like .vimrc in the user's
home directory.

Any ideas on where this is being remembered? A rogue restore
sesion perhaps?
