Which distribution are you using?  Use the prepackaged DBD::MySQL.

Then, make sure you have satisfied all the dependencies.  For instance,
DBD::Pg (Postgresql) will not install unless you have the correct
headers supplied by postgresql-dev.

Forcing the install rarely works, since the tests are there for a
reason.  If you posted a transcript of the install, we could possibly
help more.
