It is also possible that init is, for some reason, not reaping its
children.

Does a "ps -wauxf" show the tasks as children of what _should_ be their
parent (e.g. if qpopper forks per connection, there should be a
parent/child pair), or as children of the "init" task?

Of course, you can't strace the init process to find out what it's doing
:)
