Linux traffic shaping will do that easily. 
ftp.equinox.gu.net/pub/linux/cbq/cbq.init-v?????
For a really easy to set up script that will do all you want. Its pretty 
easy to read / modify if you want to sus out what its doing.  
I'm playing with it on one of our routers under 2.2 if you want to 
drop in and check it out. 

Doesn't stress a 486 at all routing between two 10M lans.
