please help me configuring mrtg at linux.

dear seniors,
i am new to linux world.i am trying to configure mrtg at my linux machine and i have installed as told by website but i cant make file mrtg.cfg file.and cant start it.
please tell me how to do it.
i want to monitor ethernet interface of router and serial interface of router and my interface of proxy.
my proxy ip is :
202.125.151.98
my ethernet interface of router is :
202.125.151.97
and my serial interface of router is 
202.125.149.121
please any one help me i am trying to do it for last 4 days .......
