It was originally, but it uses plugins to get the data.  It literally
runs another program and gets the data from that.  There are many MRTG
scripts around.

I set one up to ping a number of hosts and graph the response times.
There is a script to process ipchains, there is probably one to do
iptables as well.

However MRTG is a real pain to set up.
