Does "locate in.telnetd" tell you anything?

If not, you have probably not installed the telnet server. This is
probably a good thing. See someone else's comments on installing ssh
instead.

If you do want to install the telnet server, download the lastest telnet
server from redhat.com (or a mirror, such as
mirror.aarnet.edu.au: ftp://mirror.aarnet.edu.au/raid/3/redhat/linux/updates/7.0/en/os/i386/telnet-server-0.17-18.i386.rpm)
and install that.
