In redhat maybe, but hey, the rest of the system is insecure as well so
one more thing isn't going to make much difference.

apt-get install telnetd-ssl telnet-ssl

(I'm not advocating this over ssh or vice-versa, just pointing out
telnet isn't necessarily "totally insecure")
