This is a completely different thing to UDMA transfer speeds.  From
memory, it's the ide driver detecting its sitting on a 33Mhz PCI bus.

(I remember a thread on lkml where some guy forced it to 66, then
wondered why his system broke ;)  Andre Hedrick's explanation followed...
