amavis needing arc ?

It basically is yes.  lha, pak and arc are all of the same era.

It should be on sunsite, try something like this on a sunsite mirror:
 
/pub/Linux/utils/compress/arc521.tar.Z

Redhat seems to ship with an rpm for arc but debian doesnt, weird.
