The RPM man page is very good. "man rpm".

Additionally, the --help option to rpm gives a not-so-concise help.

I will assume by "extract", you mean "install". Extraction is a little
different.

rpm -U <filename> will install or upgrade a package from a
file. "filename" will usually end in ".rpm".

After the packge is installed, a lot of the time you will want to restart
a service. If the package you have installed is, to take a guess, bind,
you will need to do a "/etc/rc.d/init.d/named start".
