Poweroff not working on RedHat 7.1

My power off function is broken.

[racer.1060]# grep APM .config

CONFIG_APM_CPU_IDLE=y
CONFIG_APM_DISPLAY_BLANK=y
CONFIG_APM_RTC_IS_GMT=y
# CONFIG_APM_ALLOW_INTS is not set
# CONFIG_APM_REAL_MODE_POWER_OFF is not set

I've tried a million variations on the configuration but nothing seems to
work.  Funny thing is that it was working when I initially installed redhat
and had the 2.4.2 kernel supplied with it.  I also still works under '98 so
the BIOS is set correctly.

Has anyone had this sort of problem?

I guess I should revert to the old 2.4.2 kernel and confirm it's kernel
related.
