mempool_resize when cifsd starts

This patch is for the backported 1.50c CIFS tarball here:
http://pserver.samba.org/samba/ftp/cifs-cvs/
For any kernel less than 2.6.11, a mempool resize is currently only
done when cifsd comes down, not when it's started. This patch should
correct this behavior.
