[linux-cifs-client] 1.40 cifs tar.gz on project download

I put a 1.40 tar.gz for the cifs kernel code on
http://svn.samba.org/samba/ftp/cifs-cvs/cifs-1.40.tar.gz

This requires quite current kernel in order to compile due to a couple new
kernel functions but will be easy to change to compile on earlier kernels
(at least the last few point releases require only minor changes).
