[jcifs] jcifs-1.3.18 released / Minor Fixes

This release includes minor fixes such as for a
ConcurrentModificationException that could occur when initializing
JCIFS classes.

This does not fix any of the various bugs discussed on the mailing
list over the last 3 years. Sorry. Just a triage release. The CME fix
was needed by a customer.
