[jcifs] Change of mailing list policy

Chris,

Our ISP has received complaints regarding SPAM that has been sent from
the jcifs at lists.samba.org mailing list.  In order to avoid being subject
to cancellation of our ISP service we have changed the policy on the
mailing lists that are hosted on samba.org so that mail that is received
from non-subscribers will be held for moderation.

We hope you can find people who are willing to assist with moderation
requirements so that incoming messages that are held for moderation will
be dealt with in a timely manner.
