[jcifs] timezone problems

My last reply might not have gone to the list.

2.2.0 is way out of date and may have known and fixed bugs.  Since there 
are no other reports of this problem existing in Samba, I have to assume 
that it's an old and fixed bug.  2.2.0 is very old.  The most up-to-date 
version of the 2.2.x chain is 2.2.8a.  Please test against that.
