Because there is no way to filter out all spam on an open list.

The Samba.org list server has a very good spam scrubber, but it cannot 
catch everything.  Closing the list to members only is not really an 
option, since we want to encourage (honest) folks to become familiar with 
jCIFS.  Besides, spammers can join lists too.

Welcome to life on the Internet.  It used to be that folks could leave 
their doors unlocked at night...
