[jcifs] What will happen after wins server restart?

Do you have a copy of Samba installed?  If so, try using nmblookup to test 
the WINS server.  Like so:

nmblookup -U *.*.*.* -R myDomain

...where *.*.*.* is the IP address of your WINS server.  :)

If you get the correct answer, then the WINS server is working properly 
(and I don't know why jCIFS isn't getting an answer).  If nmblookup 
*doesn't* get the right answer, then the problem is that the WINS server 
lost its database.

There could be a problem with jCIFS' name cache, but I'd have to ask Mike 
about that.  It's only a wild guess on my part.
