If I write it in there anyway and return 20, it is overwritten by the data so, I don't think it matters either way. BTW, if I write the 532 in, I am actually writing 22 bytes.

I did not say to drop the value. I meant that you should return 20 from your writeParametersWireFormat method. Thus the
big rant about the return values of those methods...
