[jcifs] Annoying SPAM

I don't know why we've seen an upswing in spam lately.  I know that there
are filters in the mailing list software, and that getting the right mix of
restrictions is difficult.

PS.  We've arranged to have the root jCIFS web server mirror the
     development web server.  That should reduce problems if one or the
     other is down or unreachable.
