[jcifs] More classloader issues

This is getting way to complicated. I think we should just leave things
the way they are, meaning no exceptional direction for Tomcat users or
any particular container, and let the problems come back to us. When we
see the problems that users are experiencing in practice we can better
decide how to make jCIFS work well with Tomcat. Man, that URL handler
installation method is just the pits.
