[distcc] Work redistribution

Mike,

DMUCS (dmucs.sourceforge.net) does this.  It doesn't "redistribute"  
work, but when a node gets busy (due to compilations or other  
computing being done on the shared node), it makes sure that distcc  
avoids that node for a while, until the load average on that node  
drops down again.
