[distcc] --as-needed ld flag

In reference to Gentoo bug #128605 [1]:

A user posted saying that as it stands the Distcc Makefile.in results in
compilation failure when the --as-needed flag is used during linking.
The user posted a small patch to the bug.  I'm posting to the list bring
attention 'upstream'.  I will likely apply the patch here as I don't see
what harm it can cause.
