Incidentally, by bypassing the 3way handshake, T/TCP would make it
trivial to bypass IP-based access control.  

Anyone could send a single packet with a forged IP address that did rm
-rf.  (Assuming there were no firewalling rules to prevent this.  For
dual-homed machines there probably would be, but probably not for
e.g. a machine on a switched network.)
