[distcc] distcc, dietlibc and tcc

I just tried building cvs head with dietlibc, and it worked.  This
might make distcc or distccd use less memory; whether it would
actually matter compared to gcc is another question.  Perhaps for
people with small clients it would be good.

distcc also builds with the tcc Tiny CC compiler, though because it
doesn't understand -E tcc doesn't work under distcc yet.
