[distcc] LZO compression

My company does a fair amount of work in C++, preprocessed C++ source
files can be quite large and bits of our internal network are not
terribly fast .. so I thought I'd look at implementing the LZO
compression @todo in the source code.

I've attached my current work for anyone interested to play with and 
comment on.  It's only been lightly tested so far, and is not ready for 
prime time for reasons outlined below.

The design principles are:

* LZO compression should be optional since in places with lots of 
  bandwidth it could slow things down.
  To enable LZO compression 'export DISTCC_USE_LZO=1' on the client
  before running distcc.

* For backwards compatibility the server should work equally well with 
  clients that do not have the patch.  The way I've implemented this is 
  to modify the definition of the protocol version slightly.  The lower 
  part is the protocol version as before , and the upper part is used 
  for 'flags'.  I've defined the first flag as 'USE_LZO'.  The client 
  sets this flag if it's using LZO compression and leaves it unset if 
  it's not.

* Currently if compression is enabled through the use of the USE_LZO 
  flag in the initial communication from the client to the server 
  then all files transferred in both directions are compressed.  Whether 
  this is desired or not wants investigating.

The unfinished bits (plus whatever comments people have) are:

* Code tidy up, mainly bulk.c.  I'll probably move the compression
  routines into a seperate file (bulk_lzo.c or something), and
  the commented 'fprintf's need converting into 'rs_trace' or similar.

* Currently the entire file is compressed in RAM.  This isn't ideal 
  .. files should probably be compressed and uncompressed in largish
  chunks (I'm thinking of the order of 64KB).

* Documentation (as always).

* Having just glanced back at something: The client needn't call 
  lzo_init if compression isn't requested, and the server ought to
  check it's return value.
