[distcc] How to get libpopt for Solaris

Perhaps, but in this case I was already working on this library which I in
turn had based off of popt.  My original plan was to use in in another
project of mine, and I currently am using it, but then I found distcc!
Well,  the rest is history  ;)

The main reason I do not want to use popt is because it is.. err.  red
hat..  and I am..  err..  bsd  (dont flame me)    :)
