Note that cygwin is NOT the optimal way to do this. Fork costs are
insane, since cygwin doesn't do any copy-on-write. This is why
configure scripts take tens of mintues to run on modern hardware under
it. VMware-ish products might be a better way to host distccd on a
certrain proprietary OS.
