I asked the PG and they told me that since windows 8.1, both reparse point and EAs can coexist.

No, I was using WSL to create those files which stores unix file attributes in EAs and reparse tags.

Symlinks have the target in the reparse data but no EAs. Which makes me wonder how they store the uid:gid.

It seems a reparse point can have EAs if it has zero length data (just a reparse tag).
