The blocks must be sent sequentially in order, from the upstream partner to the downstream partner. The first block contains the staging header and the first part of the staging file data. A later block must not be processed unless the previous block has been downloaded successfully, as specified in Section 18.104.22.168.8.
This is well documented in Sections 22.214.171.124.8, and 126.96.36.199.6.1. Section 188.8.131.52 also provides details that the file data must be processed in chunks of 64KB blocks.
