Subject: Nameconflict with "ss" vs. "ß"

Hi,

I found that objects with "ss" and "ß" in the DN conflict with each other.
e.g.:

If I create CN=User_ß,OU=test,DC=example,DC=com on DC1 and CN=User_ss,OU=test,DC=example,DC=com on DC2,

CN=User_ss,OU=test,DC=example,DC=com gets renamed to CN=User_ß\x0aCNF:ee47b3a2-c1c5-11e0-a500-1b2ff2ce35e2,OU=test,DC=example,DC=com

Based on [MS-DRDR] 4.1.10.6.12 MakeConflictDN.

Can you please explain/document why 'ss' and 'ß' are handled as the same?

As MS-DRDR is marked as hostoric, I'm wondering where the MakeConflictDN section is documented? It's not in [MS-DRDM] - v20110504.
