[cifs-protocol] How is LSA_FOREST_TRUST_BINARY_DATA filled in?

In MS-LSAD 2.2.67 it indicates the following structure:
LSA_FOREST_TRUST_BINARY_DATA
The LSA_FOREST_TRUST_BINARY_DATA structure is used to communicate a forest trust record.
typedef struct _LSA_FOREST_TRUST_BINARY_DATA {
unsigned long Length;
[size_is(Length)] unsigned char* Buffer;
} LSA_FOREST_TRUST_BINARY_DATA,
*PLSA_FOREST_TRUST_BINARY_DATA;
What fills in this binary structure? This is used in 2.2.69 LSA_FOREST_TRUST_RECORD.
